		<content type="html">Thank you, and you are correct in saying that the most accurate filter for commercial migration is business. It is axiomatic. &lt;br /&gt; &lt;br /&gt;Special Economic Zones can be very effective to boost the commerce of particular areas. There is a city New Bedford, MA which has a heavy immigrant population (Portuguese). They have assimilated quite well in a generation due in part to prosperity.&lt;br /&gt; &lt;br /&gt;If we could just get our policy makers to stick to the facts which includes that the driver of all this is poverty, elsewhere. But that would take the Twighlight Zone.</content>
