Thank you, and you are correct in saying that the most accurate filter for commercial migration is business. It is axiomatic.

Special Economic Zones can be very effective to boost the commerce of particular areas. There is a city New Bedford, MA which has a heavy immigrant population (Portuguese). They have assimilated quite well in a generation due in part to prosperity.

If we could just get our policy makers to stick to the facts which includes that the driver of all this is poverty, elsewhere. But that would take the Twighlight Zone.
